-Plugins for vnc are not so easy, the orignal code was never written
for it.   Most of the classes need to be rewritten to enable  overwrites
by the importing dlls.  But updates are lot easyer after.
-  If a plugin don't use platform depended stuff, a recompile should do
 the trick for most platforms. 
- A time ago I plitted all encoders from the
winvncsrv and loaded them as seperated dlls, same for the decoders.
An update or new encoder is just copiing the right dll in the server and client
dir.
 
GPL:  plugins are not part of vnc, they are just .dlls or .so that are loaded by vnc.
Plugins DON'T have to be gpl because they are not a part of vnc.

        There are a lot of questions that would need to be answered.  For example,
        VNC is cross platform and architecture.  What code do you use for plug-ins?
        x86, Sparc, Alpha, PowerPC? Windows calls, Linux calls, Sun calls, AIX
        calls?
        
        Since a re-compile is going to be needed anyway, you might as well have the
        different versions and add the code from the different versions you want
        (GPL, remember?).  If the author of the version you use doesn't want to add
        it, nothing is stopping you from doing it.
