Actually the WinVNC server does have an option to do this.
Unfortunately I don't believe you can do it on the fly like the OP
wanted, and it only works if the server is running on a WinNT variant.
I have tested it on WinNT and it works (and is pretty good to make sure
two admins aren't fighting over a server).  Again, though, I don't know
if you can switch it on and off on the fly as Dustin is looking for.
