Perhaps your script configure the key HKEY_LOCAL_MACHINE\SOFTWARE\ORL\WinVNC3\Default\AllowProperties to 0 ( ie, disable ) If YES, just remove this Key or set it to 1: this way, your users will be able to modifie VNC Server properties.
