If you want live access, there actually are a bunch of tools for doing things - but the quality and utility varies greatly, and it is usually hard to find something universal. For example, you could remote-control a Win2K PC, then possibly adjust a range of values via WMI - but the access you have would be somewhat restricted and the same techniques would require a bunch of additional software installed on other operating systems.
