With a few exceptions (tunneling over a secure connection like SSH) you will never use 127.0.0.1 as the address for VNC. 127.0.0.1 is the "loopback" address and always points to the local machine. You need to establish a TCP/IP connection from your Palm to your Desktop in order for VNC to work. With a serial device I have seen web pages describing how to do it using a Null-Serial driver in Windows.
