For the local display, see the local display settings.

As far as I know, x0rfbserver follows (tries to follow) what happens at the
local display and (tries to) send that to the viewer. Then there is the
framerate at the viewer site, which is what you actually see. That is
controlled at the viewer side in the display settings of that hardware.

Note: Don't expect vnc to co-op with the refresh rate, it only transfers the
updates. If you try to see video's over vnc, don't expect vnc to follow a
framerate over 10 fps, even over a 100 Mbit network.

vga, 256 colors, in raw mode (no vnc compression)
640 x 480 ~= 300000 (300 KBytes)
300 x 30 fps ~= 10000 KBytes (10 MBytes)
10 MBytes ~= 100 Mbit
So to see that movie, it fills an entire video stream in a 100 Mbit network.
This leaves no room for any other transport. Hence it needs a full-duplex,
switched network. Then it needs a processor at the server side that can show
the video and run the vncserver.
