I have had this problem with win2k. If the server is logged in you can connect
by VNC using the vnc "server name" and password you have set up. However, as
you said, this doesn't work if the server is not logged in.

You can get round this by connecting using the IP address of the server as the
vnc "server name" instead of the vnc "server name" you gave it when the server
is not logged in, or is locked. You can then just use the send CTRL-ALT-DEL
command to unlock it.
