Basically, but not quite.  After the connection is made you run VNC -
pointing to the tunnel you created.  So using the example from
http://www.uk.research.att.com/vnc/sshvnc.html :

"So instead of running a vncviewer: 

  vncviewer snoopy:1 

you could run: 

    vncviewer localhost:2 

and you get the same effect, but with a secure connection."

And of course you need to set the tunneling up in PuTTY before you make the
connection (unfortunately you can't change it while connected).
