Duncan, If I understand your question correctly, you want to make sure data in between your two computers goes through only your hub, and not over the rest of the internet.
If that's right -- I'd be VERY surprised if that was not the case already. One way you can check this is to open up an MS-DOS window on one of the Win98 computers and type "tracert <IP>" where <IP> is the IP address of your other Win98 computer. That will show the path taken by packet from one computer to the other.
