If you don't understand the response, could you please ask questions about
the response.  Reposting your question won't change the answer any.

Let me try again:

If you are asking if there is a way for VNC to do it, no.

If you are asking if there is software available to do it, yes.  I use
DynSite that has this feature (www.noeld.com), and it also does DynDNS.
DynDNS might be a better option to give you a dynamic domain name to point
to your dial up connection.  Either way Google is your friend.
