Correct.

The flicker is because vncviewer has to redraw the entire screen whenever one 
colour changes.  I know this has to be true when the local system is 
TrueColour; I'm not sure what happens when both the VNC server and the local 
system are pseudo-colour. In theory, at least, it could be possible avoid the 
redraw when both are pseudo-colour.

Yes, on your local laptop. See below.

The above lines tell you that the VNC server is running in pseudocolour.

This is the local laptop's display, which is 24 bit True Colour. Perhaps an 
extra bit of output from vncviewer here would reduce the confusion.

Your VNC server is pseudocolour, your laptop is true-colour.
