I think it could be useful to add some features to
vnc (if possible):
1)Stop and restart the service on the remote machine
from the client...or in other way
At least on win2k environment this can be done through
compmgmt.msc ("Administrative Tools\Computer Management"
or whatever it is translated to english) and there was
some utility on winnt4 as well. guess it would be a bit
difficult for a service to restart itself.

2)Reboot forced if the system crash
This is somehow impossible. A crashed system won't reakt on any interaction. (although you could build some hardware to detect the crash, which then "presses" the reset button:))
