If not use the "Last Known Good" menu and it should get you back up and running. A similar situation used to be used in Microsoft's training to teach you how to use the "Last Known Good" menu. I'm not sure how VNC disables the keyboard/mouse, but that should fix it. Unfortunately if you have logged on since the "Last Known Good" is updated on logon, if you have used something else to log in this won't work.
