This is the method provided to change the setting, that's why.

Your registry doesn't have a "\..\ORL\WinVNC3".  Please be specific.

Yes, the keys under HKEY_LOCAL_MACHINE\Software\ORL are used (as described
in the docs).  The HKEY_CURRENT_USER\Software\ORL\WinVNC settings are only
used when a user is logged in, and the Service Helper app is running.
