Yes (makes sense, each user has their own password)

Not really.  What version of VNC are you using?  If it is the one that comes
with Redhat check out "/etc/sysconfig/vncservers".  If not the scripts and
config files for starting VNC from init are floating around the net.

You could also look at the xinetd method mentioned by the other poster, but
you lose persistent connections.
