It does get confusing, but I think of it this way:

An XServer allows clients to send draw commmands, which it
executes by drawing on a "Screen".  Xvnc draws on a virtual
screen.

It quilifies as an XServer.  What confusing with X-Windows is
that the server runs where the screen is which is usually the
"Workstation" and the client programs often run on the networked 
or remtoe servers.
