Windows XP does not have NETBEUI installed by default, so the broadcast will not 
happen.  If you don't have a DNS server with records for the computer and you don't 
want to maintain a hosts file for your computers, you can still install NETBEUI in XP. 
 Microsoft has hidden it on the XP CD under "\VALUEADD\MSFT\NET\NETBEUI". 

This protocol is also very useful if you are setting up a home LAN with computers 
running mixed operating systems.  Without it, there have been complaints that Win9x 
computers could not see the XP computers.  Wasn't it nice of Microsoft to do this to 
us?

Go into the networking settings where you add protocols and choose to add a new one.  
Tell the Wizard to browse to that path on the XP CD and it will install it from there.

It's a name resolution issue, not a VNC issue.  I believe WinXP still tries
to resolve via broadcast if nothing else is available.  Possibly a firewall
on one machine or another is blocking the requests.  A quick and dirty fix
is to add entries to the C:\windows\SYSTEM32\DRIVERS\ETC\hosts (or
C:\winnt\SYSTEM32\DRIVERS\ETC\hosts depending on how WinXP was installed)
file on both machines.

More scalable solutions involve a DNS server.
