Is this trying to connect to your own machine (for example
http://localhost:5800)?

They are changed in the registry.  Use DWORD values, put them in the
approprite registry keys (as documented
http://www.realvnc.com/winvnc.html), then restart WinVNC and you are good
to go.

A better question is why does it think you need the loopback enabled.  On
Microsoft OSes the loopback option is usually used for doing secure
tunneling and that's about it..
