I can VNC (loopback) > from PC3 to PC3 using it's Private IP (172.X.X.X). Why would you want PC3 to loopback to itself via it's external IP address? Not sure why you would even want loopback at all in the first place. With only one unique external IP address at home, you will need to make each PC's VNC Server listens on a unique port (ie, PC1 = default; PC2=5801 or some other non-default port). Then you will need to make sure your router is forwarding the appropriate ports to the appropriate places. Finally, you will need to consider each PC's unique VNC port when establishing connections. You might want to have a look at tunneling VNC through SSH. It's way more secure, and actually a little more simple networking-wise once you understand how it works.
