So you are getting the default twm desktop.

Yes, check out the .vnc/xstartup file.  Copying the one from the working
system *might* work, depending on how it is configured.  If that doesn't
work, check out http://faq.gotomyvnc.com/fom-serve/cache/56.html.  The
mailing list archives will also have more info on this.
