So after all that background my question is how can I log on there machine without both of us having to log on to my work network.


Your parents DSL modem may be acting as a router/firewall as well. That's the only way they are using the 192.168 IP address and connecting to the Internet.

You should check and see if there is port specific routing that the
DSL modem can do.  i.e. Any access to the public IP on port 5900 is
routed to an inside host on the same port.

Finally, don't forget that VNC is not secure, only the initial login
is encrypted.
