Normally, I set the default password with a registry key file. Export the
registry key, remove all lines expect the default password. Double click
on the file or put into a script. The documentation shows where all the
keys are.

Now for the users password you would have to enter a key for the new user.

Are you runnng a 2k server there? If so, I suppose you could script it on
the server.
