Check all TCP/IP issues first. If, there are no firewalls or NAT, then try
pinging the machine, it should succeed. After ping is successful, then try
to browse the machine for shared resources.

If, you were playing with registry settings, be sure LoopbackOnly is not
set to 1 or their are AuthHosts settings.

Additional info requested, are these on the same LAN or are you connecting
over the Internet?
