Windows clipboard problems

I've been unable to cut&paste between the Windows Clipboard and the VNC
client.  The FAQ and the archives suggest I should use Ctrl-Ins and Shift-Ins
but that doesn't seem to work in my case.  Is there something I'm missing?
I'm using the latest version of VNC (client on Windows 2000 SP4, server on
Solaris 8)
