Are you using XP? If so, do you have "Fast User Switching" activated? Unfortunately VNC is not compatible with FUS (only solution is to turn off this feature).
Have you been using terminal services / Windows remote desktop? If so expect some problems, have a look at the archives for more details. Check that the service is set to start automatically (Control Panel, Admin Tools, Services). If none of this works, give us a bit more info about your setup - OS, VNC version, network config etc for both host and client. And you say that if someone is logged onto the host machine, your client can successfully connect?
