It depends on what version of Windows you are talking about and what level
of account they have.  If it is WinNT/2K/XP and the users are "Users" and
don't have administrative privileges then yes.  If it is Win95/98/ME or
they have administrative privileges then they can do anything they want.

RealVNC doesn't have file transfer abilities (if you are planning on using
a VPN, use it to transfer files).

VNC should work on any VPN that gives you TCP/IP connection.  If you
wanted to go for less than a full-blown VPN, VNC will also work over
programs that provide secure TCP/IP tunnels (SSH, Zeebede, etc.)
