        I've just tested with VNC4b4 and everything's OK.  Maybe you've launched a 
"user" server?

        Do like this : stop the server by right click on system tray's icon.  This 
way, no matter it's "user" or "default", it's stopped.
        Then unregister the service.
        Log out and log in again to make sure really no server is started.  Check 
always "Server" console to make sure it's no more there.
        And re-register the server.
        Log out and log in again.
