For Microsoft Word, the behaviour is strange.  But for OE, have you checked 
all IE settings that there's nothing about resetting networking or similar when you 
shut down OE (much like when you shut down IE)?

        Actually, you didn't tell what version of word and OE you're using.  Or more 
importantly, what's your PC?  Is it fast enough?  Are both server and client in a 
network?  Or through Internet?  What device are you using to connect to network or 
Internet ?  NIC or modem?  Or even USB something?  You know, USB needs CPU resources.  
I don't if that's related or not, but suppose if CPU is too busy to close application 
and write back to disk that it "missed" to communicate to USB host?
