Glenn:
Heya. It sounds as if your son's PC is connected to his
cable-modem thru a router of some sort, perhaps one even integrated
within the cable-modem itself. Have him verify his VNC Server is
setup correctly (and accepting connections) by running the scan here:
http://www.GoToMyVNC.com
That scan will indicate what IP address you should be using
in your otherwise-correct procedure. And if that IP address is
different from the one he sees when he lets the mouse hover over
the VNC icon in the service tray...then you know a router is
involved, which will need configuring. Details on doing that are
