This means that VNC Viewer is connecting to the SSH client but that the SSH server cannot make the corresponding connection out to the VNC Server, at the other end. Check the port numbers and the hostname you have specified that the connection be forwarded to. In particular, if VNC Viewer is set to only allow local loopback connections, you *must* specify "localhost" as the remote hostname to forward the connection to.
