In response to your questions:

When www.gotomyvnc.com does not detect a connection, it says:
 is not responding on Display 4.

When it works (after the service is manually stopped and restarted), I get
xx.xx.xxx.xxx is accepting connections on Display 4 (TCP port 5904).

In all cases, (ie whether functional or not), the VNC service is started by
"Local system", not by a user.

Yes,  the vnc icon in the system tray seem to be an indicator of an
active vnc connection.  Clicking on it gives the "WinVNC: Current User
Properties". It seems to be loaded by WinVNC key in the registry at
"HKLM\Software\Microsoft\Windows\CurrentVersion\Run". It loads
the -servicehelper.

I don't know why the Current User Properties" shows up when VNC is running
as a service and not as an application. Also, I note a subtle difference
between the choices selected in "WinVNC: Default Local System Properties"
and "WinVNC: Current User Properties". In "WinVNC: Default Local System
Properties", "Poll Window under Cursor" is checked. In "WinVNC: Current User
Properties", it is not checked.

Finally, an additional detail:
- After the vnc service is active and user1 is logged in:
1. If I switch to user2,  (without logging off user1),  vnc is NOT active
for user 2. Clicking on "Show Default Properties" gives the error message
"No instance of  WinVNC could be contacted".
2. Logging off user2, and reopening the user1 connection, the vnc connection
comes back to life.
3. Logging off  user1, and logging on as user2, the vnc service becomes
available under user2.
