Can I connect to PCs Connected via Broadband Router?

Hi Evereyone,
Can I connect  remotely with VNC to XP , win2k, windows 2003 via Broadband Router?
Basically the ISP provides DHCP. The Broadband Router will assign internal IP 
Addresses.  
Can I connect to a PC remotely that is connected to the Broadband Router??
