Win 95 - 98 & DOS Compatibility

I have a program that must run in DOS.  The program is installed 
on a Windows 95 machine.  When I connect with a Windows 98 
PC, I can't access the DOS screen.  I have the program running out 
of the DOS prompt in Windows.  The mouse trails and nothing ever 
happens.  Anyone have a solution?
