Try completly disabling the windows built in firewall on your parents
machine for a second and try connecting.  If this works search this
mailing list for windows xp firewall.  Additionally, you might be
running other software firewalls without knowing it as some anti-virus
programs no include some automatic firewalling.  So you can also try
disabling them.
