Automatically connect VNCServer to client at restart

Hello,
 
Is there a way to reconnect a VNCServer after restarting the machine
where VNCServer is? The server doesn't have static IP. VNC Client
machine has the static IP. Is there a command line option in the
VNCserver to issue the "Add New Client" option at startup? Or a config
for that matter?
