if you are looking for VNC to initiate new login sessions as it can be
made to do in unix, I think you will be out of luck.

if you are looking to be able to use VNC for remote control of user's
terminal services sessions, I'm doing that with the 3.3.7 release. the
service controls the console on display :0, and add a shortcut to the
vnc server in the all users startup. on my installations, this has given
a new VNC server for each terminal services login, by default,
automatically selecting the display number. the only quirk I've found is
that I have to have the user go into the vnc properties to tell me what
display to connect to. I've debated about scripting it so I can have the
script specifically set the display, but for me it hasn't been worth the
effort.
