Scott, Fundamentally, no - Administrators are similar in capabilities to the root user on UNIX platfirms, and cannot therefore be prevented from manipulating the machine in any way they wish.
There are some registry-only settings that can be used to grey out the Options and Close Server tray icon menu items, but of course these don't actually prevent Administrators from simply editing the registry.
