Can you provide the steps you took to get these 2 entries into the
registry.
It looks like you created a .reg file.  When I created one with both
entries I only got one to show up in the registry.

You have removed the "-noconsole" from the VNC server shortcut, right?

Do you have a \temp directory for the file to be created in?

I just tried:

And both worked for user mode.
