Scott, VNC 4's logging is not broken.
By default, Connections events are logged to the Application Event Log when running in Service-Mode, and to the console (Command-Prompt) when running in User-Mode. To cause connections and errors to be logged to a file when in Service-Mode, just set the Log registry entry to *:file:0,Connections:file:30 VNC Server 4 is a console application when run in User-Mode - it doesn't "create" a console window, it writes output to the console it was run from or (unless you start it with -noconsole) creates one on startup.
