Hi John - yes I was able to telnet to 192.168.1.101 on port 5901 and I
got the RFB prompt.  

my hosts.allow file contains 192.168.1.*
there is nothing in hosts.deny

here's another tidbit of info - I run the VNC viewer on the XP
machine but it never prompts me for the password.  But if I kill the
vncserver process on the linux machine then a box comes up on the XP
machine saying "the connection to 192.168.1.101 closed unexpectedly do
you want to reconnect".  so the windows box thinks it's connected but
i don't see anything.
