Dean,

Are you connecting to the route from *outside* the LAN on which the server
resides, or from *within* that LAN?  A number of broken routers have been
put on the market lately that *only* perform the configured port forwarding
if traffic actually originates on their external network interface, and not
if it originates from the same LAN.
