Strange Behavior

Hello all, I have been able to use VNC with my DSL moden and router. I 
have a strange situation. I can run the host and remotely connect the 
client as long as I have an application, any application running on the 
host. If there is no application running I can connect once to the host, 
and after I disconnect I can no longer connect again unless I rebooting 
the host computer. I receive a time out error after the first 
connection. Any Ideas?
