Hmm... that would appear to be a problem on the Ubuntu box. What version of VNC is running on that box? Can you install RealVNC on that one instead of whatever's on there currently?

YES. telnet-ing my vncserver on port 5900 yields response of RFB 003.003 >Can you get to the VNC password prompt? No. >Is the VNC Server restricting connections?
