You shouldn't use "-cc 4" unless you have a very good reason to (like a program that won't work without it...) Are you sure that the effect you're seeing isn't just VNC Viewer running in Medium or Low Colour mode because the connection from outside your LAN is quite slow? If so, you can simply run VNC Viewer with the Full Colour option set explicitly to avoid it using the lower colour modes. Also, bear in mind that the versions of the software that you are using are very old - you may wish to upgrade to VNC 4.1.1.
