At a guess, that'd be because your computer is running a console X server,
which will be X display zero.  X displays have nothing to do with VNC
desktops, except that by default the VNC server's port number is the X
display number plus 5900.

Why do you need to set up a VNC Server password on the viewer computer, if
you're not going to run VNC Server?  VNC Viewer prompts you for the password
if/when the server requests it.
