Lee, Assuming your servers are configured to accept connections on the standard RFB port (5900), you can use a script that just attempts to connect to all the addresses in the range on that port, although that may be rather slow if you have lots of machines off or "missing".
Alternatively, if you're dealing with Windows-based servers, you may like to try VNC Enterprise Edition and the VNC Deployment Tool.
