Doubtful, the features are probably removed from the source code.

I think UltraVNC supports scaling tho. And its available for free.

Alternatively, there is a patch for vnc 3.3 vncviewer that supports scaling.

You can also try x11vnc, tho I'm not sure if that supports scaling or not.
(libvncserver supposedly does but I don't know if x11vnc takes advantage of
this.)
