"Connection refused" means that nothing is listening on the port you try to
connect to, and the machine's TCP/IP kernel is just rejecting the connection
- but routing to your target machine works correctly and the port is
(probably) not firewalled (although some firewalls can be set up to reject
connection this way instead of just dropping packets).
When the connection times out, this is usually because of firewall denying the
connection and dropping packets, or by improper routing (the packets can go
one way, but don't return), or by server software hanging.
