John, The error you're seeing indicates that nothing is accetping connections on the address & port that you're specifying to VNC Viewer. This might mean you're specifying the wrong address, or the wrong port, that VNC Server isn't configured to listen for connections at all, or that you have some firewall software rejecting connections.
