It's like any remote access service - you run it, if you need it. Of course,
if you run such a service, you should be fully aware what you're doing.

Well, that's sort of what he's saying; I myself have three VNC'd computers constantly exposed to the Internet, BUT they're locked down inside the Hamachi network, with three medium-strength passwords between them and the world. And additionally, VNC was not initially designed for security -- I mean, you do know have the 1024-bit cipher or whatever it is now -- but SSH, like the name implies, was created to be secure. It's like trying to use a bicycle pump on your car tires -- it'll work, but that's not what it was intended to do.
